It's a mod that allows you to see the tier of other players ranked on the official vanilla tier list. It's useful to know if you'd wanna fight someone or not based on their skill level. Here's an example of the tier tagger mod:

So In the newer combat versions you can tier test which basically gives you a ranking with ht1 being the best and lt5 being the worst

Do it basically shows how good you are at certain types of pvp
