The Idea of giveaways is to get people to start buying lunar cosmetics, (because their friend got a cosmetic/they get to see how good the cosmetics are), OR to build hype for new cosmetics. This makes lunar money

Giving free cosmetics to people at certain levels encourages people to reach those levels by making the discord better by chatting. This is good for lunar.

But doing giveaways for higher level people only will discourage them from buying cosmetics, if they can just win a cosmetic. But also carries no hype or encouraging others to buy.

TLDR: Lunar already gives higher levels a cosmetic, don't be greedy, higher level giveaways will make lunar less money.
