Allow people to react to suggestions

Right now, people can only react to suggestions that already have reactions. It would be cool if people could upvote suggestions that haven't been upvoted already.

sadly giving people the permission to react to threads allows them to use an emoji other than 👍

I'll find a solution for this

Maybe make it so the lunar bot automatically reacts to posts with 👍 and maybe 👎 for down votes?
