Customizable Mods (?)

There should be a way to add customizable Mods, ik I'd add mods like skytils and not enough updates but you could also add a system to check the legitimacy of these mods, maybe if someone cheats using lunar like some system that kicks them out of the game and doesn't allow them to play multiplayer? Not sure if it's against Mojang EULA but it would prevent hackers from using lunar to hide their cheats if you added customizable mods
