Remove the 2 units requirement on the deck's

Make it be able to be toggled on and off so new users can still play the game with autofix deck thingy

I don't see how that would make strategies more flexible because the only thing that's gonna do is make stuff like pure minerspam or decks without miners possible

Which, realistically speaking, no one's going to use seriously
