When a powerful empire like the chaos empire is defeated normally whatever is left turns into a mini empire so the first chapter could be that the player is working for Marrowkai and is trying to reunite the Chaos Empire by defeating the mini empires. You can start with deads, Tdeads, rage and summoning staff and when you defeat a mini empire you unlock more chaos units and after you reunite the Chaos Empire you start looking for treasures on the map and one of these treasures can be vamp power so chapter in 2 or 3 you fight against the vampiric soulstealers and the final battle its a 2v2 you and Marrowkai against Mera and the vamp tribe and when the enemy statue has 25% health left there is a cutscene that shows how Mera allies wive the Cahaos Empire.

After alling wive Mera you can choose if you want her or some one else to be your general

Kind of like when you choose if you want Xiphos or Thera in the Order Campaign

Also I think that when they release Mera she should have a Chaos tag instead of a Order one

Well according to Stick Empires the chaos empire was divided in 2 after SW2 being one side who wants to rebuild the empire and the other side who wants to joint order and end the war or something similar i don't remember the history of Stick Empires
