Artifacting issues, encoder problems, impossible to stream with intel arc b580

im at my ends attempting to make this card work.
ive exhausted every attempt at trying to stream with this card, everywhere online says this card should be able to handle 1080/60 effortlessly.

Ive tried optimizations for my games, tuning the card in intel graphics software, reinstalled windows about 6 times now, even took the computer into a local shop in hopes theyd be able to get it going at stable speeds for me, all to no avail.

This is my last ditch effort before I give up on intel entirely, and if i cannot find a solution i will go out of my way to never purchase another intel product again.

Please someone help me get this card running as its promised to run, let me know what you need from me/need me to do and i will happily participate.

i have an AMD Ryzen 5 7600X CPU, along with 32gbs of DDR5 at 6000

tiktok studio allows me to use ByteVC1 for streaming, if i attempt to use the h264 or h265 options i receive a ridiculous amount of input delay

obs just causes a ridiculous amount of input delay regardless, trying to use my hardware encoders at all seems to be pointless with this gpu

recordings look laggy, and every once in a while my screen will create artifacting sometimes even idling on my desktop with nothing open

i’ve spent roughly 30+ hours looking around on google, reddit, even asking chatgpt for potential solutions, all to no avail
