it's AMD dude, you cant restart the system using "restart" you have to shut down and turn it back on when you need to restart
#B580 wont output display after setting up driver and software and restarting just once.

hey where does it show you that it's connected over pcie 4.0?
try going in bios and manually selecting the pcie slot speed as 3.0 and using an hdmi cable
