So I solved my own issue with this fix. Now I don't know if I am allowed to post this so mods please do let me know if these links and images violate the rules please.

I got fan control working using an intel plugin for FanControl will update in a bit got stock fan almost up to 7k rpm I think I saw sounded like a jet, finishing testing but I got the release of FanControl 245 installed to check if the fan control would work but did not in auto mode nor manual. buddy sent me this repos just as a test and it ended up working. I downloaded it and installed the zip plugin then success. I have a fan curve set that I will upload that I made manually. I then set an auto profile that I am polling off the GPU temp. I haven't finished that auto but here is all the links and fan control curve images.

If I turn off the FanControl the RPMs go from 3000 or so to 2280ish. at 64C fan speeds stabalized at 2516RPM.
