For months I have avoided using my desktop.

I have Resize BAR: auto
above 4g decoding: enabled
disabled CPU virtualization

have all the latest drivers, and still I get this everyday.

Anyone else get this?
it had worked before, am I going crazy?

What am I supposed to do if I don't have UEFI firmware settings or it doesn't pop up?

As in you don't have access to bios? All PC should.
Just spam press <Del> key when you turn on your PC until it goes into bios

Try restarting while holding the SHIFT key to get to the advanced boot options. There, look for/select the UEFI option. This will get you into BIOS if hitting DEL key doesn't work.

I partially got it fix now When I launch UEFI It will send me this
