your game is just compiling its shaders
I said it wasn't happening before so it's clearly a driver problem
when you update your graphics drivers your shaders get deleted and so you'll have to play the game to regenerate it. also why so passive agressive? just trying to help. try downgrading your drivers and see if the issue still happens, when you downgrade and it stutters again it just means the game is recompiling shaders
First of all: sorry for being aggressive, second: this issue happens lap after lap after lap about 1-3 times a lap

You can try downgrading your drivers and see if it still happens
If it does report it to the intel website i think it is
I already reported it on Intel GPU Community Issue Tracker on GitHub. I think it's probably the best place to report such things
try re-doing the shader compile, and DONT alt-tab out of it, let it do its thing
(best when all programs are closed when you do it)
the fps drop/ micro stutter you feel are texture loading going wrong(or not efficient)
after (vid)driver change, each game should re-do them
ive had this in forza, at the start of each lap
think some textures/shaders reload when crossing the line? then i remembered i alt-tabbed 5 times during a shader compile that was running fullscreen.....(not great xD)
How much time did it take to stop stuttering?
on the new forza motorport, about half a lap, since update 4.0
it did not do that before the game update
i would re-instal windows if it gets worse overtime
for now the practise laps cover the stutters(textures loading)
on the old forza motorport 7, it never stopped stuttering, each start of lap, and mid-turn start and end of the lap
but that game is end-of-life
i assume this game has no support at all, nice for symptom comparison
temped to instal and try f1 23
i just hate ea-play
that program can instal its own visual C++ packages
everything can go to shit if that goes wrong
steam does it too, usually better
manual instal of visual C++ 2015 - 2022 is best
ive just tried F1 23 with driver 5330, everything seems good here
to recalculate shader without reinstalling driver, do this
go to: arc control->games->manually add game->find "F1_23.exe" and open
click it and set Game compatibility->disabled
each time you change game compatibility, it counts as driver change, making game re-do their shader at startup
(optional: monitor cpu usage to know when its done)
starup F1 23 after this, and dont click anything else for a good 2 minutes(you may hear cpu fan spinning up->down for a min)
consider it a holy process that is not to be disturbed :P
