i dont know it might also be the server im playing changed some stuff but i want to know if when intel releases a new cpu they make the older ones a bit slower.

but there are things that could "turn the dial" to slow it
extra programs? changes in settings? a hot device

fps differents between normal gta5 vs mp-mod gta5 is likely
people like spamming and spawning, maybe someone spawned 1000 old lady's for their pleasure

if something changed on the cpu
its more likely that gta5(or the mod) is drifting further away from being compatible??(not sure)(translation layers and such)

a cpu is an solid device like a toaster
its more likely that an windows update changed cpu behaviour
or anything else that changed, like the weather, and other variables
if you want to be sure, do cpu benchmarks that give a score, and primarily compare that score to yourself once in a while

I ended up fixing it auctually.

The fix was I had an update that says intel system. When I clicked check for updates does intel system mean the cpu updated?

the cpu cannot update, its an toaster
motherboard could update, but it did not
its the state of your windows installation that defines how smooth everything runs
you can cut things out to make it run better

your pc was likely slower becouse there where big windows updates processing in background
in background = not full speed = long time = decreased cpu performance just a little
