When playing fortnite with any settings configuration I experience massive fps drops from 120 down to 20 every few seconds.

I have installed the intel extreme tuning utility to monitor the cpu and it would appear that it is not being thermal throttled (it stays in the mid 80c area most of the time going up to just below 90c rarely)
However it is almost constantly being current throttled and sometimes power throttled
this might be helpful idk
I did try running a benchmark and during the benchmark the temperature did reach 100c, but it does not reach close to that during actual gameplay
In fortnite, I have tried anything from low settings, ultra settings, ultra settings + lumen, dx11, dx12, every type of anti-aliasing, ect. and it does not stop the fps drops

Tried everything there
the only thing that fixed it is performance mode (but that looks absolutely horrible)
Verified the files, reinstalled the game, reset my bios settings, verified that my system meets the requirements, updated drivers, disabled background programs, defragmented my ssd, disabled fullscreen optimization, changed power mode in windows settings, cleaned the pc, tried undervolting, etc. and still get these fps drops specifically in fortnite
