That's pretty close to the minimum cpu for VR - the minimum GPU is a GTX 1060 or an RX 480. Check the requirements for the specific games you're interested in though.

you could maybe get away with a GTX 970/980 or an R9 290/290X if those are cheaper

It's hard to say if you just say "really strict budget", but you want to do some VR gaming. Depends on what VR games in particular and what your VR headset's resolution is. The CPU you mentioned really won't give you a good experience though. If you have a few hundred bucks, a 12100 would do you much, much better.
