Normally, it is at 800 to 1500 mhz, under load, it goes up to 4000, but in the scenario mentioned in the title, idle clock speeds don't even reach 400 megahertz and even under load, it refuses to go past like 800... I'm on windows 10 Pro. Could this be a software issue? If so, does anyone have any ideas?

Your cpu dynamically changes the clock speed depending on its usage. Can it still hot 4 ghz under load?
