So I recently bought a i7 13700kf and a asus z690 p d4 and I turns on but the power led blinks I’m 90% sure it’s a bios thing because the ASU’s website says that the latest bios adds support to 13th gen cpus . But if that is the case how does one update the cpu without being able to access the bios or any displays for the matter, thank you to anyone that can help

99% sure it's the lack of latest bios update
most MB now have a bios flash feature so you can do it with just the PSU and MB, however yours seems to not have that feature going by the Asus product page.
Solution is buy a 12th gen and update the bios with that processor and then return it or to get a Z790 board.
so either return the MB for one that has that specific feature, or swap it for a z790 that should be able to boot out of the box, however they are more expensive
yes you can also get a lower end 12th gen cpu like i3 jus to be able to update that z690 and then return that cpu
You could also try your luck at getting a Z690 board that comes preloaded with the right BIOS
