I assume this is the bug from /nocost that we never fixed.

I am 🤏 almost tired enough of this bug to fix it.

Air units are set to Neutral when they are being built to prevent AA from targeting air factories, which did serious damage in the before-days. And nocost does not unset them properly, despite someone trying a bugfix a while ago. A couple months ago?

If it only happens with nocost it's much less urgent bug 🐛
