It appears that in games with Disable Nuclear Missles = 1
The Hecate drone antinuke carrier does not make antinukes as per the rule but also does not make the normal legion drones

Drone spawning has some other bugged behaviors right now, so are you sure the other drone carriers are working?

yes, at least in that particular match the legion t1 drone carrier ship with the heat ray was working just fine both for me and for enemies

This antinuke removal is completely removing a weapon from a unit so maybe thats why
