When a friend adds me or i add them the request does not show for either of us. I have tried with multiple new friends and I have tried clicking to add friends in the lobby list and in party.

If you want to play together with friends, form a party! Just press the Party button in main menu, create a party and invite your friend to it!
Keep in mind that the party can still be divided if the balance algorithm fails to find a way to balance the match fairly.
