#Blueprint substitution hides valid blueprints

The blueprint substitution algorithm is completely broken and very inconsistently substitutes and hides blueprints.

If I was on blueprint 3, then switching to an arm constructor only allows blueprint 3 to be substituted, and blueprtins 4 and 5 which should also be valid as they contain nanotc are hidden and appear as 'no blueprint'.

If I was on blueprint 5, then switching to an arm constructor only allows blueprint 5 to be substituted. If you scroll to other blueprint then all blueprints are hidden and NONE are placeable.

If I was on blueprint 1 or 2 (which contain only mines) then the arm constructor is unable to place ANY blueprints even 3,4,5 which contain nano-tc that should correctly be substituted.

They also place buildings rotated 180degrees and offset incorrectly.
