as far as i can tell the recommended options are:

  • restart windows and try again
  • try running as admin?
  • and/or try excluding the game folder from your anti virus

Yeah EPERM means windows or something else is blocking permission for the game launcher to write files.

User folder should be good to install into but I don't know about /Desktop/
