It's unlikely anyone will make this change, logs and replays are extremely small and very important to development. If you're worried about storage space you can delete them periodically or symlink them to another hard drive like you mentioned.
There are a lot of things that need translating and very few people with the required skills. It's being worked on. The point is that those logs give a lot of important information when something goes wrong and this is a small and volunteer-only dev team, so the aid it gives in tracking down problems is invaluable.
Also maybe run BAR under sandboxie (I should mention it's third party program not affiliated with BAR)?
It's not only for testing and dangerous apps. Sandbox isolated all stuff that program may create and put it in one single place (you can pick directory), in this way you can easily delete all program's related stuff when you needed.
P.S You even can have multiplie sandboxes for each programs if you want.
Because there is no one at fault, it's unfinished work. The way you describe that is very insulting to the people who give their free time to this project, and shows a complete lack of understanding for how real world development works. You should not make demands of people when you do not understand what they do or why things are done a certain way.
Windows logs used to be filled with errors and useless information for years. And it is a hugely used commercial operating system. BAR is in end of development (Alpha), and free to play, done by people who get no money out of it. There are much more urgent things they are doing, than finishing some traduction, or making unrealistlicly good looking error log.
Pretty sure the only cache that is stored on C drive is Electron cache of the launcher.

I wouldn't be surprised if Electron gives no option to specify where to put that cache
it's a volunteer project, people work on what they want to work on. Lots of people working on stuff want logs, nobody wants to remove logs bad enough to add the settings you desire.
If you want this option you can add it yourself. Perhaps in the process you will get a first-hand look at why logs are so vital.
