Way to stop EMP's

As title says - playing nine islands, the player next to you can EMP you. Be good to have a counter unit/building.

whole point of emp building is that it cannot be countered, it's anti turtle. however islands being close enough together that you can pop away from spawns is ... interesting. unsure intended map design
