CV start not instantly start as boss

Especially since !start could be used to start instantly as boss anyways, having cv start do the same thing is both redundant, and leaves no option to actually call a vote to start when youre the boss. Very annoying to accidently insta start a game because you forgot to unboss; and its also annoying to relinquish boss powers just to call a vote 😛

I think this is just a byproduct of the fact !cv simply has no effect for bosses, it's not only start votes it's also map votes or anything really

I would also enjoy !cv being available to bosses, and not only to moderators. I might look into this after I'm done with my current FFA shenanigans
