During scenarios (happened to me with Advanced subs in "WWXV" and with T2 veh cons in "A new beginning"), some or all (depends on the game) T2 constructors suddenly refuse to build anything new

I think you may be running into the unit limit

#

"New beginning" has a limit on the number of advanced fusions you can make

#

All the limits are described in the scenario picker

If you scroll down through the description in the top left

WWXV also has some of those, IIRC

#

If that's the case, that's not a bug, but I agree it could be communicated more clearly

IIRC the "Unit limit reached: AFUS" message (or however it goes) did not always appear for me
