ok let's go step by step

I got this pixelart here

it's 15 px by 19 px

I do ctrl+alt+i to change image size

#

it will scale canvas and all of its contents

#

I make sure that Resample is enabled and is set to Nearest Neighbor

#

and now I choose the scale I want

#

I set the value to Percent so it's easier to imagine the scale

#

I'll go with 800%. It will make each single pixel 8 pixels wide so 1 pixel now will be 64 pixels when scaled

this gave me 120 px by 152 px image

#

now I make sure the layer is selected in layers panel

#

press ctrl+c

#

move to another document

#

ctrl+v

#

and here we go

are you using indexed color on purpose or by accident?

I thought you drew it yourself, imported minecraft textures will always be indexed color so you have to set it back
