There is more than one color so its not like every shade in the image should be transformed into the desired color. That said, the easiest way might be to use a Gradient Map Adjustment Layer. Then insert the hex color into the lighter color value on the ramp.

Or u can simply add a new color fill layer and clip it to the layer below, and change the blend mode of the fill color to color, and there u go
The problem is: Color Blend mode doesn't allow the image to retain the desired hex color. Even in the lightest tones.

They asked for a method that retains a specific hex color. Using a Color Fill, setting the hex color and then using Color Blend Mode does not retain that specific hex color.
It doesn't matter because the OP already found a solution so this is probably just confusing the situation.

You're right! It needs more work around to achieve the goal, the color blend mode didn't retain that specific hex color.
ur method is the easiest one
If you just use Color Fill and Color Blend mode, even the dark/blacks in the image are now "colored" instead of remaining "black"
Yeah, it needs a level adjustment layer to fix that
