im new to photoshop and i wanna make a glow beam/spotlight similar to that one for my thumbnail, it has like a texture that looks really nice and i have no idea how to make it

To me it looks painted, with an added layer for the texture, with a filter like clouds, a custom texture, or just paint strokes in different blending modes.
You can download thousands of free brushes with your subscription: go to the local hamburger menu of your brushes panel, and select ”get more brushes”

Thanks for the help guys, I ended up making this, but does anyone have any idea how I could make this look better more eye catching? to make the thumbnail help the viewer visualize the subject of the video rather than having to look at the title

also how do i give you guys creative karma or however its called?
