The axis of rotation is nice and centered in windowed mode, but fullscreen mode makes off-centered in relation to the viewport/canvas.
Is there a way to change the position of the compass/axis of rotation?

Not that I know of, but if you use a tablet (with a roller) or an external device like a creative console with the rotation set as a trigger for the roller, the compass will not appear. I don't know why, I just know that's how it works for me
In the video, first part is with using the tool and rotate using the mouse, second part is with using my tablet, which has a roller that can be switched to either zoom, or rotate (and other stuff)
I think it's the mouse movement that triggers the appearance of the gizmo. If you use another type of device it doesn't appear.
