For the font, you should use a site like whatthefont, and upload the image.

For the effect, how would you describe it?

Did you search “halo” or “glow” + photoshop tutorial?

It is way faster to start searching for yourself, then come looking for help if you did not find anything, especially on a day like today…
Like “a found this tut for the glow, but I can’t replicate this aspect of the image…

We can help you better if you describe everything that you struggle with:simply adding a glow? Or the fact that the glow on the main character has a dense, close glow then a feathered one further? Adding a gradient on the font?

Or is it the vignette around the image? There is too much going on to help you without your guidance.
