for this car model that I got from a video game, i saw that the paint is white in the original texture but i found another texture and saw that the paint was cut out and thats how he was able to change the cars paint color to any other color than just white, how would I manage to do this on any other car texture?

You’re probably looking at master material and coloring is done on instance
Is that a UV wrap? If that's the case, you can open them in Photoshop and paint the texture in Photoshop as well.
Since you ask in the Photoshop server, I'm assuming that's the road you want to take.
So you need to unwrap the object in your 3D software (or find the unwrap elsewhere)
For example I'm using Substance Stager or Blender to export the unwraps and "paint" them in Photoshop. Blender can do that within itself (Unwrap and paint).
In Photoshop, you can use the unwrap file to mask and apply different textures as distinct layers (see screenshot)
Substance has this easiness that it exports directly as a PSD file, but any file is OK, as long as Photoshop can read it.
Obviously a 3D software where you can do things with "real materials" (as opposite to paint on surfaces like here) is better, so if that's the case, follow the excellent advice from @low mulch
