I wanna make a liquid chrome effect to use on texts and objects but i don't wanna do it over and over again in new projects. is there a way to make the effect once and then save it somehow and use it in the future?

If your effects are done using the layers styles, you can "save" as layers styles presets

Just choose your settings and once done, save it and give it a name.
A caveat is that most layers styles, being raster effects (unlike in Illustrator), are tied to a size, meaning that if your artwork size changes drastically, you may have to tweak your original settings.

Ortherwise and action will work as well as shared by @brisk zenith ( with the same caveat regarding size)
