the "easy" answer is that it's probably done with a 3D software, but of course you can do that with photoshop (it will be a bit long)
There is a talented guy called Gavin campbel who does a lot of that in PS, I don't think he does tutorials but there is this older video you can watch

My greatfather used to create such trails in his studio, with flashlights attached on a piece of string. And some of them were done directly on photo paper, Rayograph style. https://www.moma.org/collection/terms/rayograph
On a cellphone/digital camera, one needs to create a long exposure of a moving light. Some use the camera mode of Lightroom, or on a iPhone, you can take a Live Photo and convert it to log exposure.
