I use a graphics tablet, but I don't think it's a great replacement for a mouse outside of Photoshop, so I want an option I can use occasionally, only when I need it, without replacing the mouse.

The iPad apps are not replacements for the desktop version; they are not 1:1 comparisons. In fact, the iPad apps lack much of the functionality. Also, iPads are wonderful. The drawing experience is top-notch and they're portable. Great for work on-the-go. However, that comes at a steep cost. They are expensive! Thus, a small cheap tablet that you can use when you need it seems like a good option.

Have you ever tried sidecar with your iPad and Mac? It's especially useful if you want to use it as a drawing tablet with Apple Pencil!

I tried this using Duet apps on iPad and PC. I did not like the performance nor the experience overall. It would be better to just use the iPad as it was intended, i.e. paint in Photoshop for iPad or Adobe Fresco. Then save your work and go back to the PC. But this seems a different use case than what you originally described.
