how would i turn a traditional art image into a grayscale like sort of line art decal so i could use it like this

You would need a high quality vector art image to turn something like that into a vinyl decal.

As I said, you'd have to convert that raster image into vector graphics. Not pixels. It needs to be converted into shapes so that it can be cut by a CNC or vinyl cutter. Contact whomever is going to do the printing of the vinyl. They're tell you what files formats they need and how to prepare the files to deliver to them.

So just apply it as a texture map in whatever 3D software you're using.

You don't need vector art if you're using it as a texture map. You showed a photo of a real car with vinyl decals and asked, "how do I do this." Thus, I told you how to do it to apply the thing to a real car. Then you mentioned that its just for a model. Just use the image.

You can use Adjustment Layers. Black & White (to convert to greyscale), Threshold to reduce the amount of shades and a Gradient Map to map the dark values to a grey tone. Something like that.
