how do I get eyedropper tool to work correctly? | Adobe Photoshop | Page 1

hi guys I am using photoshop following the instructions in this video:

The instructions work on my sketch up until a certain point. I have a bunch of layers and I posted a screenshot of the sketch I made that I am editing. When I select the skin on the face with the eyedropper tool on the face layer and then go to brush and try to paint the layer on the hand, it doesn't select the color from the face. So, I'm not able to paint the hand the same color as the face.

What do I do about this?
