That's an halftone effect (assuming you're talking about the shading effect on the letter)
You have that in filter > filter gallery > halftone pattern
make sure you have black as a foreground colour and white as a background one (The effect will be black and white only if you got this set up)

If you need colour ones you also have filter>pixelate>colour halftone
