i am new to photoshop and i am wondering how to create something like this both with text and shapes

Typically this is a 2 layers artwork, one for the background (the blue/white oil painting style) and another with the shape and a glass effect applied.
The shape was likely drawn using the pen tool, and we see some effects there like "evel and emboss", "pattern overlay" (the cross hatch glass), + prpobably blending modes and opacity changed.

The background could be either a photo of an oil painting in close up, or a photo that have been modified, in Photoshop, to look like an oil painting.
There is a filter called "oil paint" in photoshop, but a real, realistic one usually takes a bit of doing, but it's really the kind of tutorials you'll find easily on Youtube
