Is the effect you're looking for the set of straight lines in blue?
If that so, you can do that with a brush, either one you create yourself or one taken from elsewhere. You will find some parrallel strokes in ready made brushes (You'll probably have to download them either for Kyle webster's sets, or from elsewhere, lots of resources either free or paid)
But you can also create a set of parallel strokes by yourself (using guides for example) and place them as you which (obviously draw them on a separate layer)
Here, you'see a grungy stroke, with some missing bits, it's a setting of the brushes, and best used when you have a graphic tablet with a stylus, as you can control the pressure, you can't with a mouse.

You can do the same with Illustrator but your brushes will be paths instead of raster strokes, so they are live, dynamic brushes.
