It's just different shades of gray, white and black. It's supposed to be a blue in this example, but instead it's gray!??! I've used this simple tool prob hundreds of times but for some reason it doesnt work now. its js a rectangle 😭

Your document is in Grayscale mode. I'm assuming that you want RGB mode. To change it, go to: Image > Mode > RGB Color...
