It looks like it's just grain.
It's in filter>noise>add noise and adjust according to what you like
The exact number depend on your liking and also the size of the image so I can't give you numbers here
You can also apply the noise filter to a neutral layer set in the Overlay blending mode, so you have the noise separated from the layer (Or apply the filter on a smart object for another non-destructive approach)
Check Gaussian and monochromatic for a more natural effect
