#paper like font and background texture

Yes it is, in your case it may simply be a noise texture that you can apply on the image via filter>noise>add noise
You can find other types of textures in the filter menu, like Fibers, clouds etc. You can find them by checking the help files
but, if your document is constituted of multiple layers, you might think you need to apply the noise to every layer, but there is a way to apply it once,
Just create a new layer (SHIFT+CTRL+N) and in the pop up window, follow this screenshot
(thename helps, but not mandatory)
Place this at the top, and because you will be appplying the noise on what is called a "neutral" layer, it will affect the pixel content of everything that's underneath it in the layer stack
Keep that one in mind, because it's something you will need often
Other types of textures will call for textures images, generally found online, which are black and white images of scratches, dots etc, that give the impression of worn out paper. The use of these is almost infinite and it's worth keeping a back up of that kind of textures when you find them.
They will need to be placed on top of your layer stack and their blending mode changed from normal to, generally, overlay or multiply, but you can obviously play withthe other blending modes
A good understanding of blending modes is essential in this job! (again, refer to the help files)
For example I have hard drives full of textures I bought, downloaded for free, or even created myself.
They always look more or less like that

Yes, it's quite a lot, but also Photoshop is quite a big software to learn. I suggest you check on the terms you don't get either in the help files, or better still, go to "Help > hands on tutorials" and you'll see the box where you can type the terms that you don't understand, and boom, a tutorial will land about that subject!
