That's absolutely possible, but we may need some examples to point you in the right directiuon. There are different type of glows, different manners of retouching stuff, so difficult to say without a visual example
Just as @lunar helm There are many effects you can apply to your images to make them better. But. It really depends on the image itself. Different effects will look great on some images but not so good on others. Your best bet is to take your image and try to play around with duotones, or Gradients and gradient maps to achieve some really cool looking effects. For duotones. The Duotone option will be greyed out initially so you will have to go to Image > Mode > Greyscale to convert the image to Greyscale. Then you can go to Image > Mode > Duotone. There are a bunch of presets that you can experiment with but you can add your own colors as well. Another cool effect is to create a new layer under the image layer and fill that layer with a gradient. You can then select a blending mode for your image layer to create a cool effect as well Multiply seems to work well with this. I've added a screen shot of how that looks like in photoshop. The key is to experiment and play around with different ideas. As the late Bob Ross said "There is no such thing as mistakes, just happy accidents." Some of the really cool effects that I discovered were actually something I did by accident and I looked at it and said "Oh wow, That actually looks pretty cool". I hope this helps.
