My issue is that the default Alt+shift+R for setting the brush mode to clear isn't working and I can't find it anywhere in the shorcuts menus to set it. All the other default Alt+Shift brushmode shortcuts are working so I don't know what could cause this issue, but it's very irritating having to go to the drop down menu every time.
I would be ever so grateful if anyone could help with this.

Hi, if you use a US keyboard, use the accent grave key(the tilde key)to temporarily switch to clear.
As @mossy breach said, the shortcut is dependent on the type of keyboard you use. Certain keymaps can't have a proper replacement for this. It's been signaled but since the documentation is US based, the keymap will be always US based as well.
On a UK keyboard, I am using the `/¬ key, the one just above the TAB key
If you're neither on a UK or US keyboard, then try the key situated there, irrespective of what's on it, and see if it works
In the keyboard shortcuts editor (edit>keyboard shortcuts ) it is the last item in the tools section, IIRC
This is what I'm attempting to do to resolve it but I can't locate these in the shortcuts menu.
Go to Edit > Keyboard Shortcuts.
In the dialog box, navigate to Tools or Application Menus, depending on where “Brush Mode Clear” is listed.
I'm telling you that it's not in any of those. I didn't see any of the brush mode shortcuts.

newest version on windows. That one isn't the shortcut i'm looking for, that just temporarily sets the brush mode to clear while you hold it down, Alt+Shift+R is supposed to set the brush mode to clear. There's a whole bunch of Alt+Shift combos for brush modes, but I guess they're not actually in the keyboard shortcuts menu?

No they are not. There are a few like that, they aren't mappable

No they are not customizable, hence my suggestion for the toggle key that has the very same effect. But I would look if your operating system or another app is stealing the shortcut. It is available in the blend mode list, right?
