#Plugin that enables anchored brush?

Hi everybody. For some time now, I've been trying to find out if it's possible to replicate the anchored brush behavior from 3D software such as ZBrush and Blender into Photoshop. I'd be perfectly fine paying for a plugin, as long as it's reasonably priced and especially one time payment. For those unfamiliar, I've attached a video showing its behavior.

No it's not possible in Photoshop because brushes aren't "live" like they are in Blender (or Substance painter for example), you can click once to get a "blob" but you won't be able to resize it on the fly like you do in your sample. Think of it like exactly a real paint brush on a real piece of paper, it's a raster program so brushes are applied on the medium (layer) you are acting on, without any possibility to be resized like that.

It could be done with some programs that have functionning vector brushes (not Photoshop's case)
