I've been having major issues with Photoshop for some reason. The only export option that works is "Export for Web (Legacy)", as all the other ones say "Could not complete command because of a program error". Also, when I try to go into neural filters, the program just instantly crashes, without even any crash notification. I already reinstalled it, tried v25 instead, and even removed and reinstalled all of Adobe and Creative Cloud, and nothing fixed this.

That will be difficult to diagnose over the Discord, it may be something to do with your hardware (a RAM error or something of that kind)
Have you contact Customer service?
They will be able to clear anything connceted to your account so if nothing is an issue there, you can concentrate on the hardware

Yes, but maybe Photoshop uses something not used by another software.

Nothing really useful to tweak I've seen there. Customer support also just yapping off the basic stuff that doesn't help
