Yeah. You're in the Photoshop server so its simple to suggest Photoshop for some mockup 2D design.

If you need a "real" product or industrial design, then you'll likely need a 3D program to create the bottle.

For the label, you're going to be way better off in Illustrator, which makes it much easier to do the custom dielines, foil, spot colors, etc., that you need for a label. Those are really hard to do in Photoshop.
