It looks like you're aiming for greyscale levels, so rather than changing image mode to Indexed, try adding a 4-color Posterization adjustment layer, then convert to indexed GIF or PNG on export.

I'm specifically looking for a ditherpunk video effect,
and this doesn't seem to be close to what I want, though
I found a friend who knew how to code Shadertoy though,
and managed to get an after effects effect that was 100% perfect.
I think I finally found a version of this effect that does everything I want.
I was a little anxious, I was afraid I wouldn't make it!
