Nope. You can't hobble the students ability to use photoshop using that method alone.
It relies on an Internet connection, so if you can block that, you'll be successful in stopping your students from learning how to use the full extent, and possibly most helpful and commercially helpful aspect of the software.
Another solution would be to work on a version of the software prior to the advent of Gen Ai, you can keep both versions side by side on the system, and you can ask people to use the "older" version for the exams for example, and keep the newest version for general teaching.
When you take some Adobe online exams, you have to download a plug-in that restricts certain aspects of the interface. I suppose it's been developped specifically for the exam centres, but that means it's not impossible. I guess if you know how to develop plug-ins, that could be a possibility. (those online exam centre plug-ins restrictions include no access to GenAI)
