as the video says that im having delay in brushing or painting
and my second problem is when i left click, its ok it uses the foreground color as i picked in color picker but when i left click again it uses the background color

Try deleting the Preferences. Edit > Preferences > General... Reset Preferences on Quit

Then restart Photoshop.

You may also have the Smoothing turned up too high on the Brush.
